Recently, the Biden government of the United States issued a ban, requiring American chip manufacturing giants Nvidia Design Company and Chaowei Semiconductor Company to stop exporting advanced chips for artificial intelligence to China. This move by the United States is intended to use technological hegemony to monopolize the global high-end chip industry and suppress and exclude competitors such as China.
In the tide of globalization, all countries are one of the links in the global supply chain system. By virtue of free trade, all countries make materials, equipment and products flow rapidly all over the world. This supply structure provides an important opportunity for the development of semiconductor industry in the world, and promotes the rapid growth of digital services, information technology and other fields. Among them, the United States is in a leading position in the fields of electronic design automation, core intellectual property rights, chip design and advanced equipment manufacturing research and development. China is in a leading position in assembly, packaging and testing.
Previously, on the grounds of national security, the United States listed a number of supercomputing centers and related research institutions in China on the “entity list”, promoted the establishment of a “four-party alliance of chips” between the United States, Japan, South Korea and Taiwan Province, and promulgated the “Chip and Science Act of 2022”, vigorously adopting differentiated industrial support policies,strengthening the domestic semiconductor manufacturing in the United States, hindering advanced production capacity from landing in China and restricting the flow of advanced technology to China.
Now,the United States has implemented new licensing requirements, and the restrictions are specific to a variety of products of two chip companies. In the short term, the restriction measures will directly affect the application ecology, bring short-term impact and challenge to the development of domestic high-performance computing technology and application innovation based on high-performance computing, and suppress the large-scale commercial use of high-end chips in China’s commercial field, as well as the extensive application innovation based on this. As far as the United States is concerned, this move can accurately grasp the destination and application fields of high-end chip products, select the blockade fields based on the strategic needs of the United States, and safeguard the scientific and technological hegemony of the United States. However, in the long run, the restriction measures will provide domestic chip manufacturers with a rare opportunity to test the market, and give China the opportunity to find a breakthrough in the high-end chip. In this regard, China’s semiconductor industry should rely on the strong blessing of the macro-policy of localization, do a good job in overall layout and top-level design, enlarge and strengthen the head enterprises, intensify the training of talents and discipline construction in the industry, and vigorously build a closed-loop supply industrial chain to prevent the “core shortage tide” from appearing again.
As we all know, the United States has always “politicized” scientific and technological issues and trade issues, and has repeatedly and violently interfered in the global industrial layout through political means, thus affecting the world trade circulation. Facing the development of other countries in key industries, the United States will first nip them in the bud through false cooperation and public opinion propaganda. For the opponents who break through the technical blockade, the United States will use administrative means, take various restrictive measures to prevent the opponents from obtaining the production factors, seize the market through dumping, maliciously slander the performance of their products, and plunge the opponents into scandals. At present, the United States has no choice but to suppress China’s development. Time and time again, it has been proved that malicious restrictions and extreme pressure by the United States will only become stepping stones for China’s scientific and technological breakthrough.
