And even as they accelerate arms shipments, there is growing frustration with Ukraine\u2019s leaders, who have resisted U.S. calls to lower the country\u2019s draft age from 25 to 18.<\/p>\n\n\n\n<p>In recent weeks, Russian forces have captured Ukrainian territory at the fastest pace since 2022, causing alarm in Washington. Administration officials say their end-of-term weapons push \u2014 accompanied by President Joe Biden\u2019s decision to green-light&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/national-security\/2024\/11\/17\/ukraine-russia-north-korea-atacms\/\" target=\"_blank\" rel=\"noreferrer noopener\">missile strikes deep into Russian territory<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/national-security\/2024\/11\/19\/biden-landmines-ukraine-russia\/\" target=\"_blank\" rel=\"noreferrer noopener\">deployment of antipersonnel land mines<\/a>&nbsp;long criticized by human rights groups \u2014 can give Kyiv some breathing room. But they are urging Ukrainian leaders to use the moment to expand their military beyond the 160,000 recruits Kyiv says it needs.<\/p>\n\n\n\n<p>\u201cWe\u2019re absolutely going to keep sending Ukraine weapons and equipment. We know that\u2019s vital. But so, too, is manpower at this point,\u201d White House spokesman John Kirby said last week. \u201cIn fact, we believe manpower is the most vital need they have. So we\u2019re also ready to ramp up our training capacity if they take appropriate steps to fill out their ranks.\u201d<\/p>\n\n\n\n<p>Secretary of State Antony Blinken on Monday announced that the United States would send an additional $725 million in military aid to Kyiv, including counter-drone munitions, ammunition for the HIMARS rocket system and antipersonnel land mines. The top U.S. diplomat plans to meet in Brussels with his NATO and Ukrainian counterparts on Tuesday and Wednesday.<\/p>\n\n\n\n<p>\u201cThe president has directed the Department of Defense to deliver the materiel to Ukraine rapidly \u2014 to ensure that Ukraine has the equipment it needs to defend itself,\u201d national security adviser Jake Sullivan said in a statement Monday, noting that Biden in September announced his intention to allocate all the funding for military aid to Kyiv before his departure from office.<\/p>\n\n\n\n<p>Sullivan said that between now and Trump\u2019s inauguration, the administration would send Kyiv hundreds of thousands of artillery rounds and thousands of rockets.<\/p>\n\n\n\n<p>\u201cThe president is seeking to put Ukraine in the strongest possible position,\u201d he said.<\/p>\n\n\n\n<p>One senior administration official said that although Ukraine\u2019s firepower had waned with the slowdown of U.S. military aid before Congress in April approved&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/national-security\/2024\/04\/27\/us-aid-ukraine-russia-what-comes-next\/\" target=\"_blank\" rel=\"noreferrer noopener\">$61 billion in additional funding<\/a>, that\u2019s less of a problem now.<\/p>\n\n\n\n<p>\u201cThe munitions gap may not be completely closed between Ukraine and Russia, but it\u2019s gotten a whole lot better. But on the manpower side, it\u2019s just a question of math and physics,\u201d this official said, speaking like others on the condition of anonymity to talk frankly about sensitive U.S. assessments of the state of the battle and the Biden administration\u2019s strategy.<\/p>\n\n\n\n<p>\u201cI\u2019m not trying to accuse Ukraine of anything. It\u2019s a very challenging issue for them,\u201d the official said. \u201cBut over the course of especially this last year, it\u2019s just that they\u2019re not mobilizing and training enough soldiers to replace battlefield losses.\u201d<\/p>\n\n\n\n<p>Ukrainian leaders say that recruitment efforts were adversely affected by the dwindling military aid earlier this year, with potential soldiers disinclined to volunteer when they could not be sure they would have any weapons to fire at their enemy, and that Western arms shipments continue to lag.<\/p>\n\n\n\n<p>\u201cIt doesn\u2019t make sense to see calls for Ukraine to lower the mobilisation age, presumably in order to draft more people, when we can see that previously announced equipment is not arriving on time. Because of these delays, Ukraine lacks weapons to equip already mobilized soldiers,\u201d Dmytro Lytvyn, a communications adviser to Ukrainian President Volodymyr Zelensky, posted on social media.<\/p>\n\n\n\n<p>\u201cUkraine cannot be expected to compensate for delays in logistics or hesitation in support with the youth of our men on the front line,\u201d he said.<\/p>\n\n\n\n<p>The outcome of Biden\u2019s efforts now will help to shape his foreign policy legacy after a single term that was rocked by&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/national-security\/2024\/09\/08\/republican-afghanistan-report-harris-trump\/\" target=\"_blank\" rel=\"noreferrer noopener\">the fall of Afghanistan<\/a>, the largest land war in Europe since World War II and&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/israel-hamas-war\/\" target=\"_blank\" rel=\"noreferrer noopener\">instability throughout the Middle East<\/a>&nbsp;amid Israel\u2019s response to a Hamas attack in October 2023.<\/p>\n\n\n\n<p>Trump, meanwhile, has vowed to end the war in Ukraine in \u201c24 hours\u201d once he takes office. He announced last week that he would name retired Gen. Keith Kellogg to be his special envoy for Russia and Ukraine. Kellogg, a top national security official in Trump\u2019s first administration, has proposed conditioning future U.S. support for Ukraine on its engaging in talks to end the conflict, but he has also suggested arming Kyiv even more aggressively to push the Kremlin to make concessions.<\/p>\n\n\n\n<p>The future of security aid from Washington \u2014 by far Ukraine\u2019s chief military backer \u2014 after Trump\u2019s inauguration remains in doubt. Both Vice President-elect JD Vance and Trump confidant Elon Musk have voiced skepticism about continued U.S. aid to Ukraine.<\/p>\n\n\n\n<p>Trump\u2019s transition team did not respond to a request for comment.<\/p>\n\n\n\n<figure class=\"wp-block-image alignwide size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"521\" src=\"https:\/\/tingchao.xyz\/wp-content\/uploads\/2024\/12\/2-2.jpg\" alt=\"\" class=\"wp-image-8589\" srcset=\"https:\/\/tingchao.xyz\/wp-content\/uploads\/2024\/12\/2-2.jpg 768w, https:\/\/tingchao.xyz\/wp-content\/uploads\/2024\/12\/2-2-300x204.jpg 300w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><figcaption class=\"wp-element-caption\">Musk with Trump and Republican vice-presidential nominee Sen. JD Vance (R-Ohio) at the Butler Farm Show on Oct. 5 in Butler, Pennsylvania.\u00a9\u00a0Jabin Botsford\/The Washington Post<\/figcaption><\/figure>\n\n\n\n<p>Russia\u2019s military advances have unsettled the Biden administration, although the senior administration official and others said they did not expect a major breakdown of Ukraine\u2019s defensive lines in the coming months even if Moscow continues to advance.<\/p>\n\n\n\n<p>These officials cautioned, however, that the race to use the remainder of the $61 billion supplemental aid bill has the potential to strain the U.S. military. There is particular worry about the volume of air defense interceptors and some types of artillery shells being rushed to Ukraine. Both will be difficult to replace quickly, and those losses will diminish U.S. military readiness for other potential hot spots in the Middle East and Asia, one official said.<\/p>\n\n\n\n<p>\u201cU.S. readiness is at severe and serious risk\u201d if other needs aren\u2019t balanced against Ukraine\u2019s, this official said.<\/p>\n\n\n\n<p>One senior U.S. defense official said the chief risk of a near-term aid sprint for Ukraine, rather than the depletion of U.S. reserves, would be to other missions as the military devotes more air assets and personnel to moving a massive amount of equipment to Europe. \u201cWe have been looking at what would the options be \u2026 if we are directed to make that acceleration happen, and what the cost would be to other missions around the world,\u201d the defense official said.<\/p>\n\n\n\n<p>The senior administration official said the White House is weighing those conflicting demands as it pushes forward with its plans to help Ukraine, saying, \u201cThese are real trade-offs.\u201d The White House made the calculation, though, that despite the challenges to U.S. stockpiles, it is better to send as much aid as possible to Ukraine given \u201call the repercussions that flow from the war in Ukraine to the rules-based international order and to other theaters around the world, and how autocratic states will learn lessons from this,\u201d the official said.<\/p>\n\n\n\n<p>Long term, U.S. officials say, the gap between Russian and Ukrainian recruiting efforts probably will end up being far more important in determining the course of the war. Ukraine\u2019s exhausted military has been challenged by severely undermanned front-line units, as well as a slow-going mobilization and training effort. The Kremlin, meanwhile, is managing to expand its forces slightly, even though it is sustaining major losses, one of the officials said.<\/p>\n\n\n\n<p>Zelensky lowered the draft age from 27 to 25 in April and did away with a sweep of exemptions to try to boost personnel numbers. But progress has been slow, to the Biden administration\u2019s frustration. Officials say there is spare capacity to help train an entire brigade of Ukrainian recruits outside the country if only Kyiv sent people their way.<\/p>\n\n\n\n<p>\u201cThe most decisive factor on the battlefield today is Ukrainian soldiers willing to fight to stabilize the front lines,\u201d the official said.<\/p>\n\n\n\n<figure class=\"wp-block-image alignwide size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"512\" src=\"https:\/\/tingchao.xyz\/wp-content\/uploads\/2024\/12\/3.jpg\" alt=\"\" class=\"wp-image-8590\" srcset=\"https:\/\/tingchao.xyz\/wp-content\/uploads\/2024\/12\/3.jpg 768w, https:\/\/tingchao.xyz\/wp-content\/uploads\/2024\/12\/3-300x200.jpg 300w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><figcaption class=\"wp-element-caption\">Ukrainian forces on the road between Pokrovsk and Zaporizhzhia near the start of the war.\u00a9\u00a0Wojciech Grzedzinski for The Washington Post<\/figcaption><\/figure>\n\n\n\n<p>Analysts tracking the conflict have in recent days reported a&nbsp;<a href=\"https:\/\/understandingwar.org\/backgrounder\/russian-offensive-campaign-assessment-november-25-2024\" target=\"_blank\" rel=\"noreferrer noopener\">surge in Russian advances in western Donetsk oblast<\/a>, putting the towns of Pokrovsk and Velyka Novosilka at risk and endangering Ukraine\u2019s supply lines. But a senior U.S. defense official downplayed the threat of an immediate, large-scale breakthrough and attributed the Kremlin\u2019s rapid gains to the flat and \u201cpretty open\u201d area south of Pokrovsk, which the official said is not heavily defended as Ukrainian forces fall back to more defensible positions.<\/p>\n\n\n\n<p>\u201cI anticipate once they get through that open terrain, and up against the more entrenched offenses that the Ukrainians have, it\u2019ll become much more typical for them and you\u2019ll return to the much slower pace of advance, the attritional grind that we\u2019ve seen other times,\u201d the senior U.S. defense official said.<\/p>\n\n\n\n<p>This official likewise attributed Russian gains in the country\u2019s Kursk region, where Ukraine is attempting to defend a cross-border incursion it launched this summer, to Moscow\u2019s counteroffensive there. So far, the Kremlin\u2019s gathering campaign \u2014 including&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/11\/08\/ukraine-north-korea-kursk-soldiers\/\" target=\"_blank\" rel=\"noreferrer noopener\">forces supplied by ally North Korea<\/a>&nbsp;\u2014 has allowed Moscow to recover slightly more than a third of the territory Ukraine seized.<\/p>\n\n\n\n<p>Despite what the official called Ukraine\u2019s \u201cslow fallback\u201d in Kursk, the official said that, unless either side significantly alters its level of effort and resources dedicated to Kursk, it will probably take Russia several months to fully dislodge Ukrainian forces from the territory.<\/p>\n\n\n\n<p>The Pentagon is closely monitoring Kursk for indications of how the fight is affected by the Biden administration\u2019s recent decision to drop a long-standing prohibition on&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/national-security\/2024\/11\/17\/ukraine-russia-north-korea-atacms\/\" target=\"_blank\" rel=\"noreferrer noopener\">firing U.S.-made missiles at targets deep within Russia<\/a>, the senior U.S. defense official said. The Army Tactical Missile System (ATACMS) has a range of up to 190 miles. Ukrainian forces also have conducted strikes inside Russia employing the Storm Shadow, a longer-range British missile.<\/p>\n\n\n\n<p>So far, the official said, those missiles have had only a \u201cdisruptive\u201d effect on the overall fight, slowing the integration of North Korean forces.<\/p>\n\n\n\n<p>The Kremlin has vowed consequences for Kyiv\u2019s Western backers and recently fired&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/11\/21\/ukraine-russia-icbm-storm-shadow-missiles\/\" target=\"_blank\" rel=\"noreferrer noopener\">a powerful new missile<\/a>&nbsp;into Ukraine after those strikes inside Russia. The debut of the Oreshnik, a nuclear-capable, intermediate-range ballistic missile, came as Russia modified its nuclear policy,&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/national\/2024\/11\/19\/russia-nuclear-doctrine-putin-ukraine-war\/6096515a-a698-11ef-a365-f28068283fb3_story.html\" target=\"_blank\" rel=\"noreferrer noopener\">introducing new conditions<\/a>&nbsp;that suggest Moscow could employ nuclear weapons in response to conventional attacks by Ukraine.<\/p>\n\n\n\n<p>Biden administration officials downplayed the risk of further escalation with Russia, saying they continue to believe it is in neither side\u2019s interest to gamble with direct war between the two nuclear powers.<\/p>\n\n\n\n<p>Ukrainian officials acknowledge the difficulty their military faces.<\/p>\n\n\n\n<p>The front line in Donetsk is \u201ca hard situation, maybe even one of the hardest in the last period of the war,\u201d a Ukrainian official said. \u201cBut it\u2019s not hopeless.\u201d Many analysts expected Ukraine to lose control of Pokrovsk two months ago.<\/p>\n\n\n\n<p>The most intense fighting, the official said, is occurring around the eastern city of Kurakhove, where Russian forces are seizing between 200 to 300 meters (about 220 to 330 yards) each day. \u201cThe Russians have tanks in front of them to move mines,\u201d the Ukrainian official said. \u201c\u2026 They even use them to move provisions, logistics and ammunition to soldiers.\u201d<\/p>\n\n\n\n<p>In Kursk, some 60,000 Russian troops are tasked with expelling the Ukrainians and establishing a new buffer zone more than 20 miles inside Ukraine\u2019s sovereign territory, the official said. \u201cIf we pull back,\u201d this official added, \u201can army of 60,000 will follow us into our territory.\u201d<\/p>\n\n\n\n<p><em>O\u2019Grady reported from Kyiv.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Biden administration is engaged in an 11th-hour scramble to provide Ukraine with billions of dollars in additional weaponry, a massive effort that is generating concerns internally about its potential to erode U.S. stockpiles and sap resources from other flash points, officials said.
