When the nonprofit said it needed more time, the state moved to have the organization shut down, claiming it was in noncompliance.<\/p>\n\n\n\n<p>\u201cThe Attorney General\u2019s efforts to run roughshod over Annunciation House, without regard to due process or fair play, call into question the true motivation for the Attorney General\u2019s attempt to prevent Annunciation House from providing the humanitarian and social services that it provides,\u201d Judge Francisco Dominguez wrote Monday.<\/p>\n\n\n\n<p>\u201cThere is a real and credible concern that the attempt to prevent Annunciation House from conducting business in Texas was predetermined,\u201d he added.<\/p>\n\n\n\n<p>Dominguez ordered that the Attorney General\u2019s office must file a civil suit against the nonprofit in order to receive the requested documents.<\/p>\n\n\n\n<p>During court proceedings on Thursday, Dominguez admonished Assistant Attorney General Ryan Baasch over how the state handled the subpoena after Baasch characterized it as a \u201cnegotiation.\u201d<\/p>\n\n\n\n<p>\u201cThis is the part where you\u2019re starting to offend my intelligence,\u201d Dominguez said Thursday, the Texas Tribune reported. \u201cYou did not offer to negotiate. You did not offer to act in good faith.\u201d<\/p>\n\n\n\n<p>The legal action against Annunciation House is part of a series of actions from Gov.
