Republicans in Congress are staring down a busy to-do list now that they\u2019re nearing the end of the arduous process to fund immigration enforcement agencies.<\/p>\n\n\n\n

But they\u2019re keenly aware that time to legislate is quickly running down before the upcoming midterm elections, even as they know that accomplishing GOP priorities is crucial to keeping their Republican majority in Congress.<\/p>\n\n\n\n

\u201cWe\u2019ve done a lot of good stuff, but at the end of the day, we\u2019ve got to watch, because we don\u2019t watch, the Republicans are going to walk away from the midterms on that night and have a bad night,\u201d Sen. Jim Justice (R-W.V) told The Hill during the long hours of the reconciliation voting session.<\/p>\n\n\n\n

Lawmakers have been hoping to make a dent in legislation to ease affordability concerns, a major issue this midterm cycle. And they must still pass an extension of the nation\u2019s spy powers under Section 702 of the Foreign Intelligence Surveillance Act (FISA), the annual defense policy bill, and government funding for fiscal year 2027.<\/p>\n\n\n\n

Some of that has been delayed because of the weeks-long battle over the reconciliation package to fund immigration enforcement, a process made even longer after GOP senators rebelled over President Trump\u2019s proposed \u201canti-weaponization\u201d fund.<\/p>\n\n\n\n

Justice specifically pointed to the farm bill, a sprawling twice-a-decade package that is up for reauthorization this year, as one he\u2019s particularly eager to get done before November. The bill contains provisions to support farmers and help ensure food access.<\/p>\n\n\n\n

Lawmakers are looking for provisions to add to the farm bill that would lower fertilizer prices, which have been high due to global supply chain issues triggered by the war in Iran. Justice, a first-term senator, said he\u2019s eager to get the Iran war ended to alleviate those issues, too.<\/p>\n\n\n\n

\u201cThere\u2019s a family that\u2019s not done anything wrong, except try really, really hard, that\u2019s standing on their porch sellin\u2019 their dishes,\u201d Justice said. \u201cThey\u2019ve lost everything they have, and they produce the most bountiful crops on the planet for all of us, and today they\u2019re hurting like you can\u2019t imagine, and we\u2019re just going on about our stuff here, and saying, \u2018Well, we\u2019re gonna get to it next month, or whatever,\u2019 that\u2019s not good enough for me.\u201d<\/p>\n\n\n\n

The House passed its version of the farm bill on April 30 but the Senate, which is expected to make changes, has not yet taken it up.<\/p>\n\n\n\n

Among other priorities members have is finishing the annual defense bill, known as the National Defense Authorization Act (NDAA).<\/p>\n\n\n\n

The massive policy bill passed out of the House Armed Services Committee late Thursday after a marathon voting session. The Senate still needs to take up the bill, before both chambers must agree and pass the same version.<\/p>\n\n\n\n

Historically a bipartisan piece of legislation, it\u2019s bound to be particularly controversial this year amid disagreements between lawmakers and Defense Secretary Pete Hegseth and the war in Iran, which is unpopular with Democrats and growing less popular with Republicans and the public.<\/p>\n\n\n\n

Sen. Tommy Tuberville (R-Ala.), who is leaving Congress to run for governor in Alabama, told The Hill he hopes to get going on the defense bill as soon as next week, now that reconciliation is done. He also mentioned the reauthorization of FISA Section 702, which will expire on June 12 if not renewed by Congress \u2014 and which was blocked by Senate Democrats early Friday morning.<\/p>\n\n\n\n

But Tuberville said he is optimistic.<\/p>\n\n\n\n

\u201cWe\u2019ll be here the rest of the month, so we can get a lot done,\u201d Tuberville said. \u201cI hope. We need to, ain\u2019t got anything else done.\u201d<\/p>\n\n\n\n

There are also twelve appropriations bills for the next fiscal year that need hammering out. House committees have started meeting to finalize those bills, and the lower chamber has passed two, but some Senate markups intended for this week were postponed to next week due to reconciliation. The volatility of the appropriations process, which ultimately requires bipartisan agreement to allow bills through the Senate, caused a month-long government shutdown last fall as the parties came to a standstill.<\/p>\n\n\n\n

Appropriations is the traditional method by which Congress does one of its primary jobs: funding the government. But it\u2019s become more and more difficult, due to deepening partisan tensions, to come to an agreement on how to spend taxpayers\u2019 money each year, especially as both sides and the White House look for ways, like reconciliation, to undercut the process.<\/p>\n\n\n\n

The reconciliation bill the Senate passed this week will fund Immigration and Customs Enforcement (ICE) and Customs and Border Patrol (CBP) through 2029. Those agencies were left out of the appropriations bills from the fall because Democrats were furious over President Trump\u2019s immigration enforcement crackdown, especially the killing of two American citizens by immigration agents.<\/p>\n\n\n\n

Sen. Katie Britt (R-Ala.), who leads the subcommittee responsible for appropriating funds to ICE and CBP, pointed to Democrats as the obstacle for doing so with a spending bill.<\/p>\n\n\n\n

\u201cI certainly would have much rather we had done it through the regular appropriations process,\u201d Britt said. \u201cI think this is a bad precedent, but unfortunately, it\u2019s where, you know, the Democrats are refusing to move anything forward. Here\u2019s where we are.\u201d<\/p>\n\n\n\n

But many Republicans and Democrats, especially in the Senate, still believe in the process and see it as a key duty. Appropriators who spoke with The Hill this week acknowledged their timeline is tighter due to the delay in getting reconciliation over the finish line, but suggested it\u2019s still possible to muscle 12 spending bills into existence before the fall.<\/p>\n\n\n\n

\u201cWe\u2019re behind,\u201d Sen. Mike Rounds (R-S.D.), who is on the Senate Appropriations Committee, said. \u201cWe want to get them done, but hopefully there are some that should be non-controversial. There\u2019s always an issue someplace that creates problems. We hope to work through those as quickly as we can before other problems show up.\u201d<\/p>\n\n\n\n

Rep. Nick LaLota (R-N.Y.) told The Hill this week after a five-hour House Appropriations Committee meeting that he was optimistic about all 12 bills passing out of committee on time, even if the rest of the schedule could get cramped.<\/p>\n\n\n\n

\u201cWhat happens or doesn\u2019t happen with reconciliation is what it is,\u201d LaLota said. \u201cUs proud appropriators are the team that keep the trains running on time.\u201d<\/p>\n\n\n\n

When asked how confident he was that the bills would be done before the annual funding deadline in September, LaLota deferred.<\/p>\n\n\n\n

\u201cWe will get them out of committee on time,\u201d he said. \u201cWhat happens on the floor, and certainly what happens as far as negotiation with the Senate, is above my pay grade.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
