{"id":14583,"date":"2026-01-14T16:15:00","date_gmt":"2026-01-14T08:15:00","guid":{"rendered":"https:\/\/tingchao.xyz\/?p=14583"},"modified":"2026-01-14T16:15:05","modified_gmt":"2026-01-14T08:15:05","slug":"democratic-led-us-states-sue-over-hhs-grant-conditions-targeting-transgender-people","status":"publish","type":"post","link":"https:\/\/tingchao.xyz\/?p=14583","title":{"rendered":"Democratic-led US states sue over HHS grant conditions targeting transgender people"},"content":{"rendered":"\n<p>Twelve Democratic state attorneys general sued on Tuesday seeking to block the Trump administration from withholding hundreds of billions of dollars in funding from them, hospitals and universities unless they comply with new conditions they say would force them to discriminate against transgender Americans.<br>The state attorneys general, including from New York and California, in the lawsuit, opens new tab challenged conditions U.S. health agencies imposed on grants after Republican President Donald Trump signed an executive order last year instructing them to end the funding of &#8220;gender ideology.&#8221; The suit was filed in federal court in Providence, Rhode Island.<\/p>\n\n\n\n<figure class=\"wp-block-image alignwide size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"691\" src=\"https:\/\/tingchao.xyz\/wp-content\/uploads\/2026\/01\/\u4f01\u4e1a\u5fae\u4fe1\u622a\u56fe_20260114161425-1024x691.png\" alt=\"\" class=\"wp-image-14584\" srcset=\"https:\/\/tingchao.xyz\/wp-content\/uploads\/2026\/01\/\u4f01\u4e1a\u5fae\u4fe1\u622a\u56fe_20260114161425-1024x691.png 1024w, https:\/\/tingchao.xyz\/wp-content\/uploads\/2026\/01\/\u4f01\u4e1a\u5fae\u4fe1\u622a\u56fe_20260114161425-300x203.png 300w, https:\/\/tingchao.xyz\/wp-content\/uploads\/2026\/01\/\u4f01\u4e1a\u5fae\u4fe1\u622a\u56fe_20260114161425-768x518.png 768w, https:\/\/tingchao.xyz\/wp-content\/uploads\/2026\/01\/\u4f01\u4e1a\u5fae\u4fe1\u622a\u56fe_20260114161425.png 1028w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>That order directed the government to recognize only two sexes &#8211; male and female &#8211; and sought to undo what it described as the &#8220;misapplication&#8221; of laws prohibiting sex discrimination to protect transgender people by the administration of Democratic President Joe Biden.<br>The states say the U.S. Department of Health and Human Services&#8217; policy applies retroactively rather than only to new grants, exposing funding recipients to potential grant terminations, repayment demands, and civil and criminal penalties.<br>&#8220;This policy threatens healthcare for families, life-saving research, and education programs that help young people thrive in favor of denying the dignity and existence of transgender people,&#8221; New York Attorney General Letitia James, a Democrat who is leading the lawsuit, said in a statement.<\/p>\n\n\n\n<p>HHS, which has also sought to restrict gender-affirming care for transgender youth, referred a request for comment to the White House.<br>&#8220;The administration is committed to using every lever of executive power to prevent federal funds from being dispensed towards child mutilation,&#8221; White House spokesperson Kush Desai said in a statement.<br>The lawsuit alleges that HHS under the leadership of Health Secretary Robert F. Kennedy Jr. has sought to shoehorn Trump&#8217;s executive order into Title IX &#8212; the landmark civil rights law barring sex discrimination in federally funded education programs &#8212; by imposing retroactive conditions on grants.<br>Agencies within HHS did so by imposing conditions on grants that would require recipients to certify compliance with Title IX protections, which were characterized as \u201cincluding the requirements\u201d of Trump&#8217;s executive order.<\/p>\n\n\n\n<p>The agencies that have adopted the funding condition in recent months include the Centers for Medicare &amp; Medicaid Services and the National Institutes of Health.<br>The lawsuit argues HHS lacks the authority to impose those conditions, has infringed on Congress&#8217; power over spending under the U.S. Constitution, and has not provided a reasoned explanation for the change in how it interprets Title IX.<br>Other states included in the case were Colorado, Delaware, Illinois, Michigan, Minnesota, Nevada, Oregon, Rhode Island, Vermont and Washington.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Twelve Democratic state attorneys general sued on Tuesday seeking to block the Trump administration from withholding hundreds of billions of dollars in funding from them, hospitals and universities unless they comply with new conditions they say would force them to discriminate against transgender Americans.The state attorneys general, including from New York and California, in the [&hellip;]<\/p>\n","protected":false},"author":4,"featured_media":14584,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_monsterinsights_skip_tracking":false,"_monsterinsights_sitenote_active":false,"_monsterinsights_sitenote_note":"","_monsterinsights_sitenote_category":0,"footnotes":""},"categories":[5],"tags":[3910,1733,2122],"class_list":["post-14583","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-international","tag-conditions","tag-new","tag-transgender"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v19.0 -
